For that age group and if you're having a dance party, why not have some dress-up clothes for them to wear? Or let them know in the invitation to wear their best dance outfits. For decorations, balloons always work great and who doesn't love a disco ball? An inexpensive idea is to use aluminum foil and make stars - hang them from the ceiling and attached to the walls too.
